Operating under general administrative direction, the position exercises substantial independent professional judgment in interpreting statute, developing enforcement policy, coordinating regulatory compliance efforts, and advising executive leadership on statutory implementation and regulatory risk. The Administrator leads the Regulatory Affairs & Enforcement Division and provides direct supervision to professional staff responsible for enforcement support, compliance education, and stakeholder outreach. The position coordinates activities with Assistant Attorneys General assigned to the Commission, Nebraska State Patrol investigators, and local law enforcement agencies statewide to ensure consistent interpretation and application of regulatory statutes and Commission policies. Job Duties: Enforcement Policy Oversight & Regulatory Compliance- Provide administrative oversight of enforcement review processes and regulatory compliance activities conducted under the Nebraska Liquor Control Act. Evaluate investigative findings and citation recommendations to determine procedural sufficiency for Commission consideration. Develop internal enforcement guidance and procedural standards to promote consistent regulatory decision-making. Analyze enforcement trends and recommend regulatory or policy improvements to executive leadership. Quasi-Judicial Hearing Administration- Oversee preparation and coordination of contested cases and Commission hearings conducted under the Administrative Procedure Act. Ensure enforcement matters, case summaries, and supporting documentation are properly developed for Commission review. Coordinate hearing preparation activities with Assistant Attorneys General, investigators, and agency staff to maintain procedural integrity and accurate administrative records. Legislative & Regulatory Affairs- Monitor proposed legislation and regulatory changes affecting the Commission’s statutory authority. Conduct policy analysis and assist with development of legislative proposals, regulatory amendments, and fiscal impact assessments. Serve as liaison with legislative staff, state agencies, and governmental stakeholders regarding statutory interpretation, regulatory implementation, and policy coordination. Interagency Coordination & Compliance Strategy- Coordinate enforcement and regulatory compliance initiatives with Nebraska State Patrol investigators assigned to the Commission and with local law enforcement agencies statewide. Facilitate collaboration between investigators, legal counsel, and agency leadership to ensure enforcement actions are properly documented and prepared for Commission review. Support statewide regulatory compliance efforts through coordination with governmental and industry stakeholders. Division Administration & Program Oversight- Provide leadership and direct supervision of professional staff within the Regulatory Affairs & Enforcement Division, including positions responsible for legal case preparation, outreach and stakeholder engagement, and alcohol education and delinquent credit compliance programs. Establish program priorities, assign responsibilities, review work products, and evaluate performance to ensure effective implementation of enforcement, education, and regulatory compliance initiatives. Coordinate division operations to support enforcement review, contested case preparation, and regulatory program administration. Supervisory Responsibilities- This position provides direct supervision to the following professional staff within the Regulatory Affairs & Enforcement Division: Paralegal (enforcement case preparation and administrative hearing support) Outreach & Engagement Coordinator (stakeholder outreach, public engagement, and compliance communication) Education & Delinquent Credit Coordinator (alcohol education initiatives and delinquent credit compliance oversight) The Administrator assigns work, establishes priorities, evaluates performance, and provides guidance to ensure division programs operate effectively and support the Commission’s regulatory enforcement responsibilities. Fiscal Responsibilities- The position participates in program planning and financial oversight related to enforcement, outreach, and regulatory program activities. Responsibilities include recommending budget proposals, preparing financial documentation, approving program expenditures, and monitoring division-related operating costs associated with personnel, program services, contractual services, and travel. Other duties as assigned within the scope of the classification. Requirements / Qualifications Minimum Qualifications: Bachelor’s degree in public administration, criminal justice, public policy, law, political science, or a closely related field with experience in regulatory enforcement, compliance oversight, legislative policy analysis, or government program administration. OR 7-10 years related experience. Any equivalent combination of education and experience will be considered. Preferred Qualifications: Experience coordinating complex regulatory or public programs, supervising professional staff, and managing program operations is required. Experience with program management, research, or grant-related activities is desirable. Equivalent combinations of education and relevant experience that demonstrate the required knowledge, skills, and abilities may be considered. Experience working within a regulatory agency, administrative law environment, or law enforcement setting. Experience coordinating administrative hearings, contested case proceedings, or quasi-judicial processes. Experience reviewing legislation, developing regulatory policy, or implementing statewide compliance initiatives within a government organization. Experience managing regulatory or enforcement programs, coordinating with law enforcement partners, or leading public compliance or education initiatives is highly desirable. Other: This position will require minimal in state travel. As such, the incumbent must be able to present a valid driver’s license or another form of reliable transportation. Regular and reliable attendance is required. Knowledge, Skills, & Abilities: Comprehensive knowledge of administrative law procedures, regulatory enforcement frameworks, and statutory interpretation. Ability to analyze complex regulatory issues, develop policy guidance, and coordinate activities across multiple governmental entities. Strong leadership, organizational, and communication skills are required to manage regulatory programs and collaborate with legal counsel, investigators, and external stakeholders. Ability to exercise independent judgment in evaluating regulatory compliance issues and recommending enforcement or policy actions.
